THE TRANSFER OF

SDL FUNDING AND PROGRAMS

TO CMSMs & DSSABs

 

Effective January 1, 2000

 

Background

 

·                     Prior to the Homelessness Summit in Toronto in March, 1999, the government announced $100M in new initiatives to build on the more than $2B the province already spends each year to help people who are homeless or at risk of becoming homeless

 

·                     In this announcement the government said it was transferring about $8.4M in funding, including administrative control to municipalities for the Supports to Daily Living program (SDL), and the Community Partners Program (CPP)

 

·                     The SDL and CPP transfer provides CMSMs/DSSABs with the ability to coordinate programs funded by SDL and CPP, and enhances the CMSMs/DSSABs ability to address local homelessness

 

·                     Transfer of these funds and programs will be completed December 31, 1999, for CMSMs/DSSABs to take over management effective January 1, 2000

 


What is Supports to Daily Living (SDL)?

 

Supports to Daily Living (SDL) is a funding program  for support services that enable people with special needs to live independently within the community.  In addition to having low income, clients of this program are generally prone to chronic homelessness.  Hence, they are categorized among people who are hard to house.  Clients receive life-skills training such as assistance with money management and assistance to get connected with appropriate community services.

 

Agencies that receive funding under this program have contracts with CMSM/DSSABs for the housing portion.

·        Develop joint transfer plan with CMSMs/DSSABs;

 

·        Provide information and orientation to CMSMs/DSSABs;

 

·        Review budgets and negotiate service contracts with CMSMs/DSSABs

 

·        Give notice to service providers that  service contracts will be terminated; and,

 

·        Prepare provincial files for transfer; facilitate  file transfer

·        Ensure capacity of organization to take on new responsibilities

 

·        Submit budget to MCSS Regional Office and negotiate service contracts with service providers

·        Plan/manage funding for delivery of SDL programs

·        Track funds; provide quarterly reports and year end reconciliation reports

 

·        Collect data as requested by MCSS

 

·        Monitor programs, ensure outcome is met, and take remedial measures when there are problems

 

·        Receive and respond to complaints

 

·        Perform audits.

 

 

Expectations

 

CMSMs/DSSABs  will have the flexibility to negotiate purchase of service agreements with service providers  for 2001 and beyond.

 

MCSS expects that service levels will be maintained.

Next Steps

 

 

Budget Submission:

 

CMSMs/DSSABs will submit a budget and negotiate a service contract with the MCSS Regional Office following existing MCSS business practices.

 

The budget submission/service contract with MCSS Regional Office will be based on maintaining existing levels of serv

 

File Transfer:

 

MCSS Regional Office will prepare and facilitate the transfer of copies of provincial files on, or before December 31, 1999.

 

CMSMs/DSSABs will receive these files and ensure their safe storage and authorized access.

 

Provincial and Municipal FIPPA requirements will be met.
