Following
extensive consultations in the north, the Ontario Government has decided to proceed
with the reform of the PLT system. Legislation will be introduced in the Fall of 2006. If the legislation is passed, the government
will implement a current value property assessment system in the unincorporated
territory, which is similar to that in the rest of
In 2004, Ministry of Finance staff met about 350 stakeholders in 11 major
municipalities in the north to consult on PLT reform. At these consultations,
municipal leaders indicated that PLT reform was necessary.
The Province remains committed to the principles of current value assessment
(CVA). When the Province moved to CVA in 1998, it was not applied to properties
in the unincorporated territory for the purposes of PLT. PLT reform will create
one fair and consistent property assessment system across the province.
The government will ensure that if there are any PLT increases, it will be
phased-in over time.
Should the legislative changes receive RoyaI Assent in
the Fall of 2006 a reassessment of properties in the unincorporated
territory outside of school board boundaries will occur. The updated
assessments would apply to the 2009 tax year.
In addition, any new revenues that may result from the PLT reform will be used
to support services in the north.
The Ministry of Finance will be holding public information sessions in the near
future to inform unincorporated taxpayers of the proposed changes to the PLT
system.
